Low quality Fest can be purchased from Hagel at the Beefy Weapon Shop all throughout the game, and it can also be gathered at the Ortoga Ruins and Traveler's Way.
Fest is used primarily to create Polish Powder, which is an incredibly versatile and highly requested synthesized item. Esty may request Fest at the castle as one of the available Front Quests.
