The recipe book containing the recipe for Happy Basket can be purchased from R&T's Sundries starting at Assignment 6.

When made, it can be used multiple times to produce food. The more times it is used, the worse the quality of the food. Cordelia may request a Happy Basket as part of her Friend Quests, and Esty may request it at the castle as one of the available Front Quests.

It can be registered with Pamela using wholesale.
