Windrider is a synthesized item in Atelier Rorona: The Alchemist of Arland.

Similar to the Warp Gate in later games, the Windrider will allow Rorona to return to her workshop from anywhere on the world map without using the travel time required to return to Arland.

The recipe book with the Windrider recipe in it is in a treasure chest at the Lost City. Once created, it can be registered with Pamela using wholesale.

Esty may request this from the castle as a possible Front Quest. Sterk may also ask for one as one of his Friend Quests.
